Maryland Bill to Provide “Second Chance” for Vehicles that Fail OBD Emissions Test to be Considered on Feb., 14, 2014

Legislation (H.B. 677) has been introduced requiring a vehicle emissions inspection facility, at the request of the owner of a vehicle that has failed an on-board diagnostics test, to immediately conduct an exhaust emissions test of the vehicle at no cost to the owner. If enacted, this bill would effectively give an owner two chances to pass an emissions test. The bill will be considered by the House Environmental Matters Committee on February 14, 2014.

We Urge You to Contact All Members of the House Environmental Matters Committee (Contact Info Below) Immediately To Request Their Support for H.B. 677
• H.B. 677 provides that vehicles that pass the exhaust emissions test after a failed OBD test would be deemed in compliance with emissions standards established for the vehicle.

• H.B. 677 would take effect on October 1, 2014 if passed by the legislature and signed into law.

• “On-Board Diagnostics Tests” are tests to determine, by connecting a scan tool into a vehicle’s OBD system, whether a vehicles’ emissions control components are functioning properly.

• “Exhaust emissions test” means the sampling and measurement of certain components of motor vehicle exhaust to determine whether the motor vehicle is in compliance with an emissions standard.

Maryland Bills to Provide for Single License Plate to be Considered on Feb. 4, 2014

Legislation (H.B. 327) has been reintroduced in the Maryland House of Delegates to require the issuance of only a single license plate for motor vehicles. A second bill (H.B. 320) provides that historic vehicles and street rods may display only the rear plate if the front plate is stored inside the vehicle. H.B. 320 is similar to a bill (H.B. 77) that was considered earlier this year. Both bills will be considered by the House Environmental Matters Committee on Tuesday, February 4, 2014.

We Urge You to Contact Members of the House Environmental Matters Committee (Contact Info Below) Immediately to Request Support for H.B. 327 and H.B. 320
• H.B. 327 would save money, conserve resources and bring Maryland in line with other states that have moved to a single plate requirement.

• H.B. 320 would protect the aesthetic contours of collector cars and relieve vehicle owners of the burden of having to create mounting holes on some original bumpers.

Maryland Historic Vehicle/Street Rod Single Plate: The SAN is supporting legislation to require the issuance of only a single license plate for Class L Historic Vehicles and Class N Street Rods. Currently, only Class D Motorcycles, Class F Tractors and Class G Trailers can run a single plate.
